The consultation period has now closed
Stage one of the Eildon Splash and Skate Park project has been made possible with funding support of $3.5 million from Regional Development Victoria’s Regional Tourism Investment Fund and $400,000 from the Australian Government’s Local Roads and Community Infrastructure Fund. We’ll continue to seek additional funding from state and federal governments to complete further stages of the project.
We are also exploring other options for funding, including the potential sale of two parcels of Council-owned land in Eildon. Council’s Recreational and Open Space Strategy identified this land as oversupply in the Eildon township. By selling these under-used parcels of land, we’ll make better use of the land for the benefit of our community. It will free up land for potential residential developments, and we’ll be able to put funds from the sale toward further investment in Eildon, including the Eildon Splash and Skate Park.
The two properties are:
Thank you to all those who provided feedback during the consultation period. Feedback closed on Sunday 23 October 2022.
Address | 18 Twenty First Street, Eildon |
Site details | Area 1820 sqm |
Zone | General Residential Zone |
Current use | Open Space / Recreation |
It consists of three allotments, Council is considering selling two parcels of the land. If only two of the three parcels are sold the existing play space could be retained. All three parcels are zoned General Residential and owned by Council. Water, wastewater and easement requirements will need consideration to make the lots ready for sale.
Address | 10 Eighth Street, Eildon |
Site details | Area 3995 sqm |
Zone | Public Use and General Residential Zone |
Current use | Open Space / Recreation |
Former use | Eildon Kindergarten |
It consists of two parcels of land owned by Council, partly zoned general residential, and partly zoned Public Use. To enable sale part of the land would need to be re-zoned from public use to general residential zone. This land was part of the former Eildon Kindergarten site. The layout is consistent with the character of the area and the sewer/water infrastructure is already available. The site is within 200 metres of the Eildon Splash and Skate Park redevelopment.
Council is still developing the funding model for the Eildon Splash and Skate Park project, including the potential sale of two parcels of Council-owned land in Eildon.
There are a number of reasons we are looking at selling these two parcels of land, including:
If the decision is made to proceed with the sale of land, to ensure transparency and best value, Council under guidance of the Local Government Act 2020 would sell the properties on the open market and provide the community with four weeks’ notice by a competitive public process. The land would need to be made ready for sale, with the connection of services and any other legal requirements. This process would take place from February 2023 and the community would be informed as progress is made.
If the decision is made to proceed with the sale of land, Council would obtain a valuation from a certified practicing valuer to assess the current market value of the individual land blocks, which would guide the sale price.
If the decision is made to proceed with the sale of land, proceeds will remain in Eildon for contribution to priority projects, including the Eildon Splash and Skate project.
Should Council resolve to sell the properties, the appropriate processes to prepare the land for sale will commence in February 2023. Officers would appoint a real estate agent to commence the marketing campaign at the point when the allotments are deemed ready for sale.
Under the Local Government Act 2020, Council is required to undertake a community engagement process on a proposed sale of Council owned land in accordance with its Community Engagement Policy. All feedback received during this consultation will be presented prior to the November Council Meeting for Councilors to consider and make a decision.
If the decision is made to proceed with the sale of land, we will begin the process of preparing land for sale, which includes the re-zoning of a section of the old Kindergarten site at 10 Eighth Street, Eildon.
